BOARD PRESIDENT

David B. Beasley, PhD, P.E., Jonesboro, Arkansas

David graduated from Mississippi State University with B.S. and M.S. Agricultural Engineering degrees in 1971 and 1973, respectively. He continued his education at Purdue University, earning a Ph.D. (1977) in Agricultural Engineering (specializing in nonpoint source pollution monitoring and modeling).  He has been a Professional Engineer since 1978.  

David is a former Professor and Dean of Engineering at Arkansas State University (2009-14).  Before joining Arkansas State, he was a Professor in the Biological and Agricultural Engineering Department at North Carolina State University from 1991 to 2009 and served as Department Head from 1991 to 1999.  From 1988 to 1991, he was a Professor and Head of the Biological and Agricultural Engineering Department at the University of Georgia’s Coastal Plain Experiment Station in Tifton.  Before that, he was a member of the faculty at Purdue University (1978 to 1988) and the University of Arkansas (1977 to 1978).  

David received the 2017 ABET Fellow Award in recognition of his exceptional dedication and leadership of the Engineering Accreditation Commission and for significant contributions to accreditation criteria.  He’s listed in Who’s Who in Science and Engineering and Who’s Who in the South and Southwest.  He has been an ABET evaluator for more than 22 years and served as ASABE’s liaison with NCEES’ EPE Committee for two years.  He was a member of the Engineering Accreditation Commission of ABET for 12 years and served on the Executive Committee of the Commission, where he was chair of the Criteria Committee and Chair of the Engineering Accreditation Commission (2012-13).  He is a Fellow of the American Society of Agricultural and Biological Engineers and a member of the Arkansas Academy of Biological and Agricultural Engineers.  He was named a Distinguished Engineering Fellow of the College of Engineering at Mississippi State and received the Outstanding Alumni Award from the Agricultural and Biological Engineering Department at Purdue.

He is married to Jan and is the father of two children (Jessica and Camille).  His outside interests include the Jonesboro Rotary Club, travel, and engineering education consulting.

David was appointed an Engineer Member of the Board in 2014.  During his tenure, he served as Vice-President (2015-2016) and President (2016-2017).  He was reappointed in 2016 and 2020, and his current term will expire in 2024.

BOARD VICE PRESIDENT

Keith A. Sikes, P.S., CFedS, Farmington, Arkansas

Keith became an Arkansas Professional Surveyor in 2004.  He also holds PS licenses in Oklahoma and Kansas and is a Certified Federal Surveyor (CFedS). 

After his undergraduate studies at the University of Central Arkansas and Louisiana Tech University, Keith began his surveying career at the USDA.  He was a Professional Surveyor with Hoffman & Associates, Inc. (Van Buren) and Morrison Shipley Engineers, Inc. (Fort Smith).  His Professional Surveying career continued as a Survey QA Manager with Halff Associates, Inc. (Bentonville), and he is currently with Olsson (Fayetteville) as Survey Technical Manager.

Keith is a member of the Arkansas Society of Professional Engineers (ASPS) and the Oklahoma Society of Land Surveyors (OSLS). His involvement with ASPS includes serving as an ASPS District Director and former chairperson and continues work with the Membership Committee.

He and his wife Michell have 2 sons, Zachary and Kurt.  Zachary is married to Jazlynn (from Little Rock).  Kurt and his wife MacKensie (from Lowell) have 2 children, Kennedy and Miller.  When not surveying, Keith enjoys spending time with family, his granddaughter, and new grandson, woodworking, golfing, hunting, and listening to bluegrass music.

Keith was appointed as the Professional Surveyor Member of the Board in 2022, and his term will expire in 2026.

J Kyle Salyer, P.E., P.S., Van Buren, Arkansas

Kyle graduated from the University of Arkansas-Fayetteville with a B.S. Civil Engineering degree in 2000.  He has been a Professional Engineer in Arkansas and Oklahoma since 2004 and a Professional Surveyor in Arkansas since 2009.

Kyle began his engineering career as a Summer Engineer Intern with the Arkansas State Highway and Transportation Department (AHTD) from 1998 to 1999.  He joined Hawkins-Weir Engineers as a Staff Engineer following his graduation in 2000.  In 2009, Kyle became a partner of Hawkins-Weir and he is currently a Director and Vice-President of the Firm.

Kyle has previously served as the President and Chairman of the Van Buren Municipal Auditorium Commission and a Director for the American Public Works Association (Arkansas). He has also served on various committees, including the Arkansas Society of Professional Surveyors, the Arkansas Society of Professional Engineers, Leadership Crawford County, and the American Council of Engineering Companies.

He and his wife Kellie have two children: a daughter, Brylee Kate, and a son, Landon.  He and his family enjoy spending time on their recreational property hunting, fishing, and enjoying the outdoors, as well as snow skiing in Colorado with family and friends.  Kyle and Kellie are both passionate Razorback fans and longtime Razorback Foundation Members.

Kyle was appointed an Engineer Member of the Board in 2017.  During his tenure, he served as Vice-President (2020-2021) and President (2021-2022). He was reappointed in 2021 and his current term will expire in 2025.   

Murry E. Cline, P.E., Springdale, Arkansas

Murry graduated from the University of Arkansas – Fayetteville with a B.S. Civil Engineering degree in 1988.  He has an Arkansas Surveyor Intern license, and he became a Professional Engineer in 1993. He is also a Professional Engineer in Florida, Mississippi, and Tennessee.

Throughout high school and college, Murry worked for his father, Billy M. Cline (former Board Member and Executive Director of the PELS Board) at Cline-Frazier Engineers in Forrest City, AR.  Upon his 1988 graduation, he began working at the Arkansas Highways and Transportation Department as an Asst. Resident Engineer in Wynne, AR.  He was hired at APAC Tennessee in 1995 as an Area Manager, and in 2006, he joined Hubbard Construction Co. as a Division Manager in Tampa FL.  He became the General Manager for Marshall County Stone in Franklin, TN in 2008, and in 2012, he relocated to Northwest Arkansas.   In 2012, he joined APAC Central as Vice President of Operations of NWA, and he is currently General Manager for Northwest Arkansas Operations – APAC Central, Standard Materials Group, and Arkhola, which are CRH companies. 

Murry was on the Board of Directors for the Springdale Chamber of Commerce from 2016-2020, serving as Chairman in 2019.   He’s active in the Arkansas Asphalt Pavement Association, serving as Vice Chairman (2019), and Chairman (2020), and currently serving on the Board of Directors. Murry was inducted into the Forrest City High School Athletic Hall of Fame in 2008 and the Arkansas Academy of Civil Engineering in 2018. 

He is married to Tami Cline, and they have 2 children (Lena Rose and Mason) and 2 grandchildren (Brooks Murry and Cooper Douglas).  Lena Rose, a school counselor in the Fort Smith School District, is married to McKenzie Pierce, head basketball coach at Fort Smith Northside HS.  Mason graduated from Arkansas Tech, obtained an MBA from Sam Walton School of Business, and is currently a Sales Representative for APAC Central.  Hobbies include golfing, spending time at Beaver Lake, family, and spoiling their grandchildren!!

Murry was appointed as an Engineer Member of the Board in 2021, and his term will expire in 2025.

Jared D. Wiley, P.E., Benton, Arkansas

Jared graduated from Arkansas State University with a B.S. Civil Engineering degree in 2005.  He has been a Professional Engineer since 2010.

Jared is a career employee of the Arkansas Department of Transportation (ARDOT), beginning as an Engineering Intern in Hot Springs. In December 2005, he was hired full time in December 2005 as a Civil Engineer in the Planning and Research Division. Jared was promoted to several positions in the Planning Branch before becoming the Consultant Coordinator in July 2013. Since then, he has moved through the ranks, holding various positions, including Assistant Division Head of Transportation Planning and Policy, Division Head of Program Management, Assistant Chief Engineer for Planning, and Chief Engineer of Preconstruction. Jared was appointed as Director of ARDOT by the Arkansas State Highway Commission in January 2025.

Jared was inducted as a member of the Arkansas State University Alumni Academy in 2022 and, in the same year, was nominated for the American Association of State Highway and Transportation Officials’ (AASHTO) Transportation Vanguard Award.

Jared and his wife Jessica have four children – Denton, Delia, Dinah, and Delta, and they can regularly go camping, fishing, hiking, hunting, and exploring Arkansas’ State Parks. Jared has a passion for good food and enjoys cooking, grilling, and firing up the smoker.

Jared was appointed as an Engineer Member of the Board in 2025, and his term expires in 2027. 

Rodney D. Williams, P.E., P.S., Fayetteville, Arkansas

Rod graduated from the University of Arkansas – Fayetteville with a B.S., M.S., and Ph.D. Civil Engineering degrees in 1989, 1991, and 1997, respectively.  He has been a Professional Engineer since 1998 and a Professional Surveyor since 2007.

Rod started his career at the University of Arkansas as a Teaching Assistant (1989-1991). His subsequent positions included Visiting Instructor (1992), Research Assistant/Instructor (1993-1995), Instructor (1995-1998), and Visiting Assistant Professor (1998- Present). His related educational experience includes acting as the Civil Engineering Department’s Undergraduate Studies Coordinator, serving as an Instructor in a variety of short courses and certification programs, and reviewing Licensing Exams for AHTD, ADEQ, and consulting firms across the state and nation. Consulting: DBA Williams Consulting, Stream surveys, Assimilative capacity studies, WWTP compliance and treatment issues, watershed protection and inventories, nutrient monitoring, stream monitoring, and other related research.

Rod has served on many committees, including the Drinking Water Advisory and Operator Licensing Committee (2004 – 2010), the University Health and Occupational Safety Committee (Chair), College of Engineering Safety Committee (Chair), and Wastewater Advisory and Operators Committee (March 2014 through 2017). He has received the University of Arkansas, College of Engineering Outstanding Service to Students Award (1999-2000, 2002-2003, 2004-2005, 2005-2006, 2006-2007, 2011-2012, 2012-2013), Baum Teaching Grant (2006), he has been recognized by the Student Alumni Board and the Associated Student Government for outstanding service to the students of the University of Arkansas (2007), and has been initiated into the Arkansas Academy of Civil Engineers (2010). He is a Member of the American Society of Civil Engineers, American Water Resources Association, American Water Works Association, Chi Epsilon Civil Engineer Honor Society, and Order of the Engineer.

When not teaching, advising, or consulting, he enjoys riding motorcycles, playing guitar and fiddle, and traveling to exotic and not-so-exotic, places.

Rod was appointed as the Dual Member of the Board in early 2016. During his tenure, he served as Vice-President (2018-2019) and President (2019-2020). He was reappointed in July 2016 and 2020, and his current term will expire in 2024.

Donald M. Perry, Jonesboro, Arkansas

Don enlisted in the Army in 1988, and his Military Occupation Specialty (MOS) was a Combat Engineer. During his twenty-plus years of military service, he served in many countries and various positions, including Squad Leader, Senior Training Developer/Writer, Combat Construction Foreman, and Combat Training Development. Upon his retirement in 2008, he returned to Jonesboro to pursue a career in the education field. Don became an educator in 2010, and he’s currently a JROTC Instructor at his alma mater, Marked Tree High School.

Don is a decorated veteran, receiving many awards & achievements including the Good Conduct Medal (1991, 1994 1997, 2000, 2003, 2006), The Army Commendation Medal (1993, 1995, 1999), The Army Achievement Medal (1992, 1996, 1999), The Meritorious Service Medal (2005, 2008), and Exceptionally Meritorious Achievement Instructor of the Month of May (2000).

He and his wife Marcia are the proud parents of four children, Shalinda, Trenisha, Angelica, and Donald, Jr., and six grandchildren. His hobbies are going to church, swimming, lifting weights, coaching basketball, and spending time with his family.

Don was appointed as a Consumer Member of the Board in 2018. He was reappointed in 2022, and his current term will expire in 2026. 

Thomas R. Scott, Little Rock, AR

Tom graduated from the University of Arkansas-Fayetteville with a B.S. Public Administration degree in 1974.  He was also licensed as a General Appraiser by the Arkansas Appraiser Licensing & Certification Board.

Tom began his real estate appraising career in 1980.  He, along with two others, founded Arkansas CAMA Technology, Inc. (ACT) in 1992 and DataScout, LLC in 2000.  ACT provides real estate appraisal services and assessment and collector software. DataScout, LLC offers online access to county and parish real estate records. He served as President of ACT from its 1992 incorporation until March 2018.  Tom retired from both companies in August 2020.

Tom is a former member of the Arkansas Appraiser Licensing & Certification Board (1999 – 2005), serving as Chairman for two terms. He is a past president and board member of the Arkansas Chapter of the International Association of Assessing Officers.  In 2000 and 2014, the Chapter awarded Tom the Marvin Russell Award for his outstanding professional contributions to the Arkansas assessment profession.  He has a Senior Appraiser designation from the Arkansas Assessment Coordination Department and a Certified Louisiana Associate Assessor certification from the Louisiana Assessors Association.  He is an associate member and past board member of the Arkansas Chapter of the Appraisal Institute.  Tom currently serves on the Board of Trustees at Asbury United Methodist Church in Little Rock.  In January 2014, he helped found the Mulberry River Society and has served as that organization’s vice-president since its inception.  Tom is also an Eagle Scout.  

Tom and his wife, Gale Grice Scott of Parkdale, AR, both enjoy all kinds of sports and are avid Razorback fans and tailgaters.  They are also timberland owners, thoroughly enjoying being out in the woods, on the lakes and rivers of Arkansas, traveling, gardening, and entertaining their many family members and friends.  Tom and Gale are very proud of their two sons and wives, Cory and Amber, and Zeb and Quincy. Tom and Gale are blessed to be the grandparents of four outstanding grandchildren.

Tom was appointed as a Consumer Member of the Board in 2015.  He was reappointed in 2019, and his current term will expire in 2023. 

Brian J. Moore, P.E., Springdale, Arkansas

Brian graduated from the University of Arkansas – Fayetteville with a B.S. in Civil Engineering in 1994.  He has been a Professional Engineer in Arkansas since 2000.  He also maintains P.E. licenses in Kansas, Missouri, Oklahoma, Tennessee, and Texas.

Brian began his engineering career at Engineering Services, Inc. (ESI) in 1992 while working on his B.S.C.E. degree.  Upon graduation, he became a full-time employee, and he is currently Vice President and part-owner of ESI. 

Brian was one of Northwest Arkansas Business Journal’s “Forty Under Forty” in 2003 and was named the 2005 Young Engineer of the Year by the Northwest Chapter of the Arkansas Society of Professional Engineers (ASPE).  He has previously served as president of the Northwest Chapter of ASPE and the Arkansas Chapter of the National Society of Professional Engineers (NSPE). He has served on the board of directors for several organizations, including the Springdale Chamber of Commerce, Springdale Rotary Club, and the United Way of Washington County. He has also served on numerous committees, including the Springdale Enhancement Project, the Springdale Growth Task Force, the Utilities Committee of the Springdale City Future Program, the Governance Council of Springdale Tomorrow, and the Springdale Sports Authority.

He and his wife Melonie have two children: a daughter, Cadence, and a son, Chandler. Brian enjoys golfing, vacationing with his family, and supporting his children’s interests and activities.
