The Board congratulates David Beasley, Ph.D., P.E., recipient of the 2026 NCEES Distinguished Service Award! These recipients have made outstanding contributions to NCEES, their board and/or zone, and to the advancement of licensure and the engineering and surveying professions. His NCEES service included serving on the Committee on Licensure & the Committee on Education. He also served as chair of the NCEES Committee on Licensure and Engineering Licensure Model Task Force. NCEES recognized David during its 105th annual meeting in Henderson, Nevada, on August 20, 2026.
David is a former member of the Arkansas Board of Licensure for Professional Engineers and Professional Surveyors. He was appointed to the board in 2015 and served two terms as both president and vice president.
The Arkansas 95th General Assembly Act 99 of 2025 amends the surveyor law by adding A.C.A. §17-48-305. Surveyor entry onto a commercial poultry farm. This amendment establishes new requirements for surveyors entering or working adjacent to a commercial poultry farm. A “commercial poultry farm” is defined as a poultry operation with a poultry house or poultry houses of more than 5,000 square feet. The surveyor is required to notify the owner of the commercial poultry farm before entering and follow all protocols, including biosecurity measures required by the commercial poultry farm at the time of access.
